传统以民事契约为主的双边协议方式，经过多年国际实践证明并不是最合适处理生物遗传资源惠益分享的有效模式，“一带一路”背景下，建立以“有限的开放”为基础的区域多边协议方式，促进生物遗传资源使用国通过开放获取交换所模式获取生物遗传资源，可以有效的解决跨区域生物遗传资源的惠益分享问题。

The traditional civil contract-based bilateral agreement approach has been proven over the years that it is not the most appropriate and effective mode to deal with benefit sharing of biogenetic resources. Under the background of "Belt and Road Initiative", the establishment on the basis of the "limited open" way of regional multilateral agreements can facilitate genetic resources used by an open access exchange mode access to biological genetic resources, which can effectively solve the problem of cross regional benefit sharing of biological genetic resources.
